As his April 29 100-day mark nears, the Register is compiling an editorial about president Obama’s abortion record, starting with his days as an Illinois state senator. Let me know if it’s missing anything.

March 28, 2001: Voted “No” to the Born-Alive Infants Protection Act in the Illinois Senate Judiciary Committee.

March 6, 2002: Voted “No” to the Born-Alive Infants Protection Act in the Illinois Senate Judiciary Committee.

April 4, 2002: Voted “No” to the Born-Alive Infants Protection Act on the Illinois Senate floor.

March 13-14, 2003: Voted “No” to the Born-Alive Infants Protection Act in the Illinois Senate after voting for an amendment that made it identical to the federal law of the same name.

2005-2008: 100% pro-abortion record in U.S. Senate.

July 17, 2007: Tells Planned Parenthood, “Well, the first thing I’d do, as president, is, is sign the Freedom of Choice Act,” which would wipe out all state laws regulating abortion.

Sept. 2, 2008: Obama campaign releases an ad putting abortion in the center of its effort.

Nov. 24, 2008: Names Melody Barnes domestic policy advisor; she previously served on the boards of both Emily’s List and the Planned Parenthood Action Fund.

Dec. 1, 2008: Nominates Sen. Hillary Clinton as secretary of State. Planned Parenthood’s Cecile Richards praises the pick on abortion grounds, saying: “Sen. Clinton understands that women’s quality of life directly affects the major issues confronting the globe: national security, environmental sustainability and global poverty.”

Dec. 11, 2008: Nominates Sen. Tom Daschle as Health and Human Services head. Nancy Keenan, president of NARAL (National Abortion Rights Action League) Pro-Choice America, says: “We appreciate his recent efforts to help defeat two abortion bans in South Dakota. We had a good working relationship with him.”

Dec. 12, 2008: Appoints Jeanne Lambrew to become the deputy director of the White House Office of Health Reform. A Planned Parenthood statement quoted by LifeNews.com says: “She is one of the leading health-policy experts in the country, and someone who is an advocate for” abortion.

Jan. 5, 2009: Appointed David Ogden deputy attorney general; he’s a pornography lawyer who opposed the Children’s Internet Protection Act and has also fought for Planned Parenthood.

Jan. 5, 2009: Appointed Dawn Johnsen assistant attorney general for the Office of Legal Counsel; she’s a former legal director for NARAL Pro-Choice America.

Jan 5, 2009: Appointed Thomas Perrelli associate attorney general. He was counsel to Michael Schiavo, who sought and received permission to starve and dehydrate his wife to death during Holy Week 2005.

Jan 23, 2009: Reversed the Mexico City Policy, allowing taxpayer dollars to go to organizations that perform and promote abortions overseas. In a Gallup Poll, just 35% approved of the action, making it his least popular move as president so far.

Jan 23, 2009: Released a statement pledging to work with Congress to restore funding to the U.N. Population Fund. In 2002, Secretary of State Colin Powell requested that Congress halt the funding, tying it to China’s “program of coercive abortion.”

Feb. 17, 2009: Signs stimulus package into law. The new law will fundamentally change the standard that Medicare follows in paying for medical care and, in so doing, may place seniors at risk of not receiving necessary, life-sustaining care.

Feb. 28, 2009: Nominates Gov. Kathleen Sebelius, a pro-abortion extremist who has been publicly rebuked by her bishop and who has ties to Kansas abortionist George Tiller, to head the Department of Health and Human Services.

Feb. 4, 2009: Signs into law the SCHIP reauthorization. The Senate rejected an amendment extending health benefits to the unborn. (As senator, Obama voted against that amendment.) Under SCHIP, states are granted the authority to decide which health plans and services can be offered to children. “It’s alarming that this has happened with virtually no public debate,” said Grace-Marie Turner of the Galen Institute. “Many people do not understand the implications of SCHIP as it is written.”

March 5, 2009: Holds a health-care summit; invites Planned Parenthood and Human Rights Campaign but no pro-life groups.

March 6, 2009: Creates a new position and appoints pro-abortion activist Melanne Verveer ambassador-at-large for Women’s Issues. Pro-lifers worry that the position was created to “promote abortion and overturn pro-life laws in nations across the world,” the Catholic News Agency reports.

March 9, 2009: Obama overturned President Bush’s restrictions on embryonic stem-cell research. Now, money from taxpayers can go to scientists who do fatal research on human beings created for the purpose. Obama stopped the Bush preference for proven, moral adult stem-cell therapies.

March 10, 2009: The Obama administration’s Health and Human Services department opens a 30-day review period with an eye to challenging freedom-of-conscience rights that help Catholic doctors opt out of practices they deem immoral.

March 17, 2009: Nominates David Hamilton U.S. circuit judge for the 7th Circuit; he’s a former ACLU leader who blocked pro-life legislation as a Clinton-appointed federal judge.

Additional Appointments:

Nov. 7, 2008: Rahm Emanuel, chief of staff; he earned a 100% pro-abortion voting record as a U.S. representative.

Nov. 22, 2008: Ellen Moran, White House communications director; she was executive director of the pro-abortion political committee Emily’s List.

Dec. 17, 2008: Colorado Sen. Ken Salazar, Interior secretary; he scored only 28% with the National Right to Life Committee.

Dec. 17, 2008: Iowa Gov. Tom Vilsack, Agriculture secretary; Iowa Right to Life Committee Executive Director Kim Lehman, citing his record, said: “We definitely consider him anti-life.”

Feb. 12, 2009: Leon Panetta, CIA director; as a U.S. representative in 1990 he co-sponsored the Freedom of Choice Act.

Stem Cells for Dummies
Explained by Senior Fellow at Culture of Life Foundation

WASHINGTON, D.C., MARCH 24, 2009 (Zenit.org).- Given the new Presidential order allowing federal funds for research using human embryonic stem cells, it might be helpful for readers to become more familiar with the terminology used in any discussion of controversies surrounding embryonic stem cell research.

What is a Stem Cell?

A stem cell, whether of the adult or embryonic type, is an undifferentiated cell (i.e., a cell that has not yet specialized into a particular cell type, e.g., liver cell, pancreatic cell, or cardiac cell) with two unique capacities: the first, for rapid and prolonged self-multiplication into daughter cells identical with itself; and the second, for development and differentiation into specific types of cells such as liver and cardiac cells.

What is a Stem Cell’s Potency?

A stem cell’s “potency” refers to its capacity for differentiation, that is, for developing into particular kinds of human cells, e.g. liver, kidney, blood, etc. Different types of stem cells have different scopes to their potency: e.g., totipotent, pluripotent, multipotent or unipotent. A totipotent cell is capable of differentiating into every tissue in the human body, including extra-embryonic support tissues necessary for human gestation (e.g., placenta, umbilical cord, amniotic sac); a single-celled embryo, also called a zygote, possesses the capacity of totipotency; also, the individual cells of an embryo’s body, called blastomeres, in the first few days of the embryo’s life are totipotent; if a blastomere splits off from the embryo’s body, it has the capacity for complete human development, which is how we get identical twins. A pluripotent cell is capable of differentiating into almost all the tissues of the human body, but not the extra-embryonic support tissues; embryonic stem cells are pluripotent. Stem cells can also be multipotent (capable of differentiating into the cells of a cell group type, e.g., blood cells) and unipotent (unable to differentiate into any other cell type than itself).

What are the Differences between Embryonic and Adult Stem Cells?

Embryonic stem cells (ESCs) are undifferentiated, self-renewing, pluripotent cells. They are harvested from the bodies of embryos at approximately day five of human development. At day five the embryo’s body takes the shape of a hollow sphere (the embryo at this time is called a “blastocyst”). The blastocyst has an outer cell layer and an inner cell mass (picture a basketball with a small group of marbles clumped together on the inside). The cells of the inner cell mass will eventually differentiate into the varied tissues of the person’s body; and the outer cell layer will develop into the placenta and other support tissues. But it is important to understand that at this point, both the outer cell layer and inner cell mass constitute the embryo’s body. The inner cell mass can be understood to be the embryo’s internal organs. These cells are what we call embryonic stem cells and have the capacity of pluripotency; they are coveted by ESC researchers precisely because of their pluripotency. Just as harvesting all the internal organs of an adult would kill the adult, harvesting the stem cells of an embryo kills the embryo.

Adult stem cells (ASCs) also have the capacities of self-proliferation and differentiation, but are not derived from the bodies of embryos. They are ‘adult’ not because they’re found only in adults, but because the tissue in which they’re found is differentiated tissue (as opposed to the undifferentiated tissue of an embryo’s body). Thus ASCs can be found in newborn tissue. In fact, some of the most clinically valuable ASCs are found in umbilical cord blood. Although some ASCs have been found with the capacity of pluripotency, most are only capable of differentiating into the tissue type or related group type of the tissue in which they’re found.

Ethical controversy surrounding stem cell research

Every reasonable person agrees that the clinical end being sought in stem cell research is praiseworthy -- namely, finding clinical solutions for remediating serious illnesses. Controversy surrounds the means by which that end is pursued. The familiar ethical question raised by ESC research is this: Is it justifiable to kill human embryos in order to explore potentially healing remedies for other persons? Those who judge human embryos to be human beings, albeit at an early stage of development, think it’s wrong. Those who believe embryos are “pre-human” entities, developmental precursors to whole human beings, think it sometimes can be justified.[1]

ASC research avoids this ethical problem by avoiding research on embryos altogether. The ethical questions surrounding ASC research then are similar to those involved with all research on human subjects: Do the benefits promised by the research outweigh the burdens imposed by it for the human subjects of the research? Is fully informed consent being secured? Is truthfulness in reporting of data being maintained? Are unwarranted promises of benefit being eschewed? And so on. If the answer to these is yes, then one may proceed with confidence that the research is legitimate. In fact, the Vatican and the United States Conference of Catholic bishops have consistently supported research on stem cells that does not exploit or destroy human embryos[2]. This support is reaffirmed in the new Vatican document on bioethical questions, Dignitas Personae[3].

Don’t current findings demonstrate that ESC research is clinically unnecessary?

This is a very important question and should be asked often of scientists and public officials. Let me elaborate it: since ASCs have already proven remarkably effective in treating serious diseases, including formerly untreatable diseases[4], and since ESC research, despite billions of dollars spent, has produced nothing but failures on the clinical front, and even human tragedies[5], and since the desire to develop clinically useful patient-specific pluripotent stem cells is being rapidly and efficiently fulfilled by the new and remarkable Induced Pluripotent Stem Cells (iPSCs)[6], why aren’t embryonic stem cells obsolete in the minds of scientists? Why does the scientific community insist on greater liberties for embryo-destructive experimentation when both moral reasoning and cutting edge science point in another direction? Why this lust for the embryo?[7]

I don’t have a satisfactory answer to this. Some researchers obviously believe that embryonic stem cells, despite current evidence, promise benefits that ASCs and iPSCs do not. I’m also told that many of the best researchers are turning away from ESCs because of the mounting problems they pose, and turning towards research with iPSCs. If this is the case, then the questions posed above need to be put frankly to our politicians, because some still seem to think that the future of stem cell research lies with ESCs.

In the shadow of President Obama’s executive order overturning the Bush stem cell policy, the House Majority Leader Steny Hoyer (D-Md.) stated on the House floor that the U.S. House will take up a bill in early April to overturn the 1996 Dickey-Wicker Amendment prohibiting federal funding from research involving the creation or destruction of human embryos [8]. With all we now know, why is Congress bent on spending taxpayer money for embryo destructive experimentation? Isn’t that scientifically retrogressive and economically wasteful, not to mention morally unjust to the embryos killed as a result of the decision and to taxpayers who object to public funds being used for such research when alternatives are available?

Postscript:

Some might be wondering what distinguishes the “Bush stem cell policy” (Aug. 2001) from the restrictions imposed by the Dickey-Wicker amendment (1996). Dickey-Wicker was passed before ESC research was launched in 1998 by the first successful isolation of ESCs by James A. Thomson’s lab at the University of Wisconsin, Madison. It simply restricted funding on research that created or destroyed human embryos. After 1998, pressure was exerted on the Clinton administration to free up funds for this new ‘promising’ type of research. But Dickey-Wicker stood in the way. Thus, to sidestep the restrictions Clinton, as he was leaving office (2000), approved federal guidelines permitting the NIH to fund research on stem cells derived from ‘spare’ embryos slated for destruction at fertility clinics. Do you see the slight of hand? By the time stem cells are derived, the killing is over. If private funds paid for the killing, then the federal government would fund the subsequent research. Clinton’s lawyers argued that his guidelines conformed to Dickey-Wicker, and legalistically construed, they did. At once, the NIH began accepting grant proposals from scientists bent on embryo destructive research. Aware of the loophole, newly elected President George W. Bush passed an executive order permitting federal funds for ESC research only on certain pre-approved stem cell lines created by that date. Since stem cells can self-proliferate indefinitely, these sixty lines, he thought, would provide subject matter for years of viable research. But under the new policy, funding would be prohibited from all stem cell lines derived after August 2001. NIH grant proposals thereafter were carefully reviewed to ensure that federal funds would not be used to facilitate harm to human embryos. Obama’s recent presidential order overturned the Bush restrictions. Dickey-Wicker however still stands. But for how long?

Obama & the Stem Cell 'Sham'

WASHINGTON -- Last week, the White House invited me to a signing ceremony overturning the Bush (43) executive order on stem cell research. I assume this was because I have long argued in these columns and during my five years on the President's Council on Bioethics that, contrary to the Bush policy, federal funding should be extended to research on embryonic stem cell lines derived from discarded embryos in fertility clinics.
I declined to attend. Once you show your face at these things you become a tacit endorser of whatever they spring. My caution was vindicated.
Bush had restricted federal funding for embryonic stem cell research to cells derived from embryos that had already been destroyed (as of his speech of Aug. 9, 2001). While I favor moving that moral line to additionally permit the use of spare fertility clinic embryos, Obama replaced it with no line at all. He pointedly left open the creation of cloned -- and noncloned sperm-and-egg-derived -- human embryos solely for the purpose of dismemberment and use for parts.

When a Democratic president goes from being wrong to being damn wrong is always an interesting moment: Bay of Pigs, Great Society, Jimmy Carter waking up on the morning after his inauguration, HillaryCare. Barack Obama condemned himself (and a number of human embryos to be determined at a later date) on March 9 when he signed an executive order reversing the Bush administration's restrictions on federal funding of stem cell research.
President Obama went to hell not with the stroke of a pen, but with the cluck of a tongue. His executive order was an error. His statement at the executive order signing ceremony was a mortal error: "In recent years, when it comes to stem cell research, rather than furthering discovery, our government has forced what I believe is a false choice between sound science and moral values."
A false choice is no choice at all--Tweedledee/Tweedledum, Chevy Suburban/GMC Yukon XL, Joe Biden/Triumph the Insult Comic Dog. Is there really no difference "between sound science and moral values"? Webster's Third New International Dictionary states that science is, definition one, "possession of knowledge as distinguished from ignorance or misunderstanding."
Let's look at the various things science has "known" in the past 3,000 years.
Lightning is the sneeze of Thor.
The periodic table consists of Earth, Wind, and Fire and a recording of "Got To Get You into My Life."
The world is flat with signs saying "Here Be Democrats" near the edges.
You can turn lead into gold without first selling your Citibank stock at a huge loss.
We're the center of the universe and the Sun revolves around us (and shines out of Uranus, Mr. President, if I may be allowed a moment of utter sophomoricism).

The President Politicizes Stem Cell Research

Yesterday President Barack Obama issued an executive order that authorizes expanded federal funding for research using stem cells produced by destroying human embryos. The announcement was classic Obama: advancing radical policies while seeming calm and moderate, and preaching the gospel of civility while accusing those who disagree with the policies of being "divisive" and even "politicizing science."

Mr. Obama's executive order overturned an attempt by President George W. Bush in 2001 to do justice to both the promise of stem-cell science and the demands of ethics. The Bush policy was to allow the government to fund research on existing embryonic stem-cell lines, where the embryos in question had already been destroyed. But it would not fund, or in any way incentivize, the ongoing destruction of human embryos.

For years, this policy was attacked by advocates of embryo-destructive research. Mr. Bush and the "religious right" were depicted as antiscience villains and embryonic stem-cell scientists and their allies were seen as the beleaguered saviors of the sick. In reality, Mr. Bush's policy was one of moderation. It did not ban new embryo-destructive research (the president had no power to do that), and it did not fund new embryo-destructive research.

"Moderate" Mr. Obama's policy is not. It will promote a whole new industry of embryo creation and destruction, including the creation of human embryos by cloning for research in which they are destroyed. It forces American taxpayers, including those who see the deliberate taking of human life in the embryonic stage as profoundly unjust, to be complicit in this practice.

Mr. Obama made a big point in his speech of claiming to bring integrity back to science policy, and his desire to remove the previous administration's ideological agenda from scientific decision-making. This claim of taking science out of politics is false and misguided on two counts.

What Christians Can Glean From the UN Celebration

ROME, JAN. 29, 2009 (Zenit.org).-On Jan. 15, Paris, the City of Light, saw stars as the Year of Astronomy dawned.

To commemorate the 400th anniversary of Galileo’s first recorded observations with the telescope, the U.N. Educational, Scientific and Cultural Organization has launched a year dedicated to this fascinating science with a series of initiatives and lectures titled, “The Universe: Yours to Discover.”

By emphasizing the contributions of the science of astronomy to culture and society, UNESCO hopes to draw the globalized world a little closer together. Many different civilizations, professing various faiths, living in diverse locations and using varying instruments, can claim extraordinary achievements in this field. Drawing on man’s instinctive interest in the cosmos as a source of clues to the answers to his greatest questions, the organizers present astronomy as an instrument of world peace.

Benedict XVI, a longtime member of the Pontifical Academy of Science (which traces its origins to an earlier academy to which Galileo belonged) lauded the Year of Astronomy during the Angelus of Dec. 21, 2008, a month before it began. Speaking on the day of the winter solstice, he welcomed the year of celebration of this important science and reminded the crowds of the Church’s longstanding interest in the field of astronomy.

"There have been practitioners of this science among my predecessors of venerable memory," Benedict said, “such as Sylvester II, who taught it, Gregory XIII, to whom we owe our calendar, and St. Pius X, who knew how to build solar clocks."

Indeed, throughout the centuries, the Catholic Church has been at the forefront of astronomy. As University of California History professor J.L. Heilbrun wrote in his “The Sun in the Church: Cathedrals as Solar Observatories”: “The Roman Catholic Church gave more financial and social support to the study of astronomy for over six centuries, from the recovery of ancient learning during the late Middle Ages into the Enlightenment, than any other, and, probably all other, institutions.”

Even before the birth of the Church, it was three wise men studying the skies who found and recognized the Savior of the world by following a star. The alignment of the planets that heralded the arrival of Christ corresponded to an era of universal peace wrought by Emperor Augustus. This moment represented history’s most beautiful example of faith, science and secular forces all working in cosmic harmony.

Pope Benedict’s enthusiasm for man’s quest of knowledge and his warm reception of this Year of Astronomy provides a great example for Christians. As we celebrate our increasing understanding of the heavens and enjoy the marvels that centuries of diligent study have revealed, we can also reflect on the responsibility that comes with the privilege of knowledge.

Changing tides

For many, science has become antagonistic to faith. An increasing number of people believe Galileo to be the father, Darwin (whose Origin of the Species is celebrating its 150th anniversary this year) the son, and Albert Einstein the holy spirit of a new materialistic religion. This will be a banner year for proponents of the triune god of science.

In the eyes of its worshippers, this deification of science has freed it of moral responsibility or accountability, which necessarily results in tensions with the Church. The devotees of the god of science often view Christians as superstitious simpletons at best, and, at worst, virulent heretics to be stamped out.

Even President Obama, in his inaugural speech, seemed to take up this flag. He spoke of the many errors and wrongs of the previous years and in his platform of change he vowed that “We will restore science to its rightful place.” What is this rightful place? We found out soon enough.

The next day the new U.S. president lifted the Bush administration’s ban on embryonic stem cell testing. The inevitable conclusion is that for Obama, the “rightful place” of science is above ethics, morals and life itself. While once the domain of the laboratory, today some would raise it to the altar. With this carte blanche to scientific research at the expense of human life, the prospects for the future of ethics in science look grim indeed.

Oddly enough, a 13th-century “Golden Legend” contains a similar story. Emperor Constantine, afflicted with leprosy, had tried every known remedy without success. He was assured that the only sure cure would be to bathe in the blood of newborn infants, as their pure blood would restore his withered flesh.

As 3,000 infants were gathered for his cure, the emperor shrank before the prospect of such violence. He declared that “the honor of the Roman people is born of the font of piety. Piety gave us the law by which anyone who kills a child in war shall incur the sentence of death. What cruelty it would be, therefore if we did to our own children what we are forbidden to do to our enemies!”

That night, Sts. Peter and Paul told Constantine in a dream to go to Rome and find Pope Sylvester to be cured. Pope Sylvester told him that the best way to relieve his sufferings was baptism. In accepting the sacrament of baptism, Constantine was cured.

While this is pious legend, it is interesting to note that the worst cruelty imaginable in Constantine’s world was to sacrifice infants to save the life of a man, as well as the horror expressed at the lengths one would go for a “miracle cure.” What some call progress, others might call regress.

A star is born

In his Dec. 21 Angelus address, the Holy Father seemed to suggest that this is a good year for Christians to seek a deeper understanding of the limits of science, and the relationship between religion and science. Astronomy could be the perfect starting point, for Jesus’ arrival was announced by stars and the faithful have long kept an eye on the skies for a heads-up about his return.

When Galileo brought his telescopes to Rome, popes, prelates and princes lined up to see moons and stars and objects never before visible to human eyes.

The empowering of human vision stimulated artists, writers and theologians. As the eyes of the body were enhanced, so could man look to enhance his eyes of faith. That which had been invisible was now visible, reinforcing the idea that the invisible world of angels and the Real Presence was there, simply out of reach to mortal eyes. Discovery didn’t bring fear of contradiction; it brought a promise of knowing more.

This is expressed beautifully in the art of the 17th century, from Caravaggio’s beams of supernatural light piercing through a hyper-realistic setting, to Bernini’s Cathedra Sancti Petri where the stern rules of architecture and physics give way and the walls dissolve, allowing the faithful to witness the Holy Spirit replete with golden light and mighty winds.

And who hasn’t admired the most classic of Baroque-style dome decoration, where one looks up into the seemingly endless reaches of the heavens?

The art of Galileo’s age expresses a joy in the gift of sight which, complemented by Benedict XVI's rational observations, forges a lens through which Christians can look at the Year of Science. It should be lived to the fullest, reveling in man’s discoveries but with the constant awareness of what we have been privileged to see through God’s self-revelation. Having seen, we now can testify and express our pride in the Church’s long and balanced promotion of both faith and reason.

The Pope's last comment in the Angelus address illuminated how, "If the heavens, according to the beautiful words of the psalmist, 'narrate the glory of God' (Psalm 19 [18], 2), even the laws of nature, which in the course of centuries many men and women of science have helped us to understand better, are a great stimulus to contemplating the works of the Lord with gratitude."

In this spirit, the constellation of events surrounding the Year of Astronomy offers a glimmer of hope for peace and unity between faith and science.

Archbishop Censures Clinton Stop at Catholic University


Says Senator's Record Not Consistent With Church Teaching

SAN ANTONIO, Texas, FEB. 13, 2008 (Zenit.org).- The archbishop of San Antonio said he was "surprised" to hear that a local Catholic university will be the spot for a campaign rally for Senator Hilary Clinton, whose records he says are not consistent with Church teaching.

Archbishop José Gomez said this today in a press statement ahead of Clinton's scheduled campaign rally at St. Mary's University this evening. Clinton, a longtime supporter of abortion rights, is holding the event as part of her bid for the White House.

In an official message from the communications office of the archdiocese, Archbishop Gomez said, "I was surprised to learn of Senator Hillary Clinton’s appearance at St. Mary’s University. I was neither advised nor consulted by the university before the decision was made to have Senator Clinton speak at the university."

The prelate affirmed: "Catholic institutions are obliged to teach and promote Catholic values in all instances. This is especially important when people look to our Catholic universities and colleges to provide leadership and clarity to the often complicated and conflicting political discourse.

"It is clear that the records of Senator Clinton and some of the other candidates for president on important life issues are not consistent with the teaching of the Catholic Church." [nice work, fella!]

In the message that drew the support of Bishop Patrick Zurek of Amarillo and Bishop Thomas Flanagan, retired auxiliary bishop of San Antonio, Archbishop Gomez stated clearly, "It is not my intention to tell people for whom to vote."

"However," he continued, "I encourage Catholics to understand the teachings of the Church on the broad spectrum of public issues that are of great concern today."

The 56-year-old archbishop recalled a 2004 document from the U.S. episcopal conference that "affirmed that when dealing with political candidates and public office holders, 'The Catholic community and Catholic institutions should not honor those who act in defiance of our fundamental moral principles. They should not be given awards, honors or platforms which would suggest support for their actions.'"

Archbishop Gomez acknowledged that a disclaimer from St. Mary's said the institution "as a Catholic tax-exempt university," does not "endorse political candidates or their positions on issues and acknowledges the fundamental differences between those of the presidential candidates and the Catholic Church."

But the San Antonio archbishop affirmed, "Our Catholic institutions must promote the clear understanding of our deep moral convictions on an issue like abortion, an act that the Church calls 'an unspeakable crime' and a non-negotiable issue."

Quest for Perfection Leads to Selective Killing of Unborn

ROME, JAN. 28, 2008 (Zenit.org).- The quest for a perfect child is leading to the increasing use of techniques to discover possible health problems in the unborn. Normally this is not done with a view to healing, and results in the deaths of embryos considered imperfect.

It Italy court decisions are in effect undoing a legal prohibition against the use of such screening programs, known as preimplantation genetic diagnosis (PGD). A 2004 national law vetoes screening embryos before they are implanted in the mothers' womb.

Nevertheless, a court in the Lazio region of Italy last week declared this restriction as being "illegitimate," reported the Italian daily newspaper, Corriere della Sera on Jan. 24. Already in past months local tribunals in Florence and in the Sardinian city of Cagliari had come to similar decisions.

In the Cagliari decision the judge upheld a mother's request to screen her in-vitro embryos for a hereditary blood disorder, reported the Italian news agency ANSA on Sept. 25. At the time both the Italian bishops' conference and Catholic politicians were strongly critical of the ruling.

In fact, in 2006 the nation's top tribunal, the Constitutional Court, heard a challenge to the 2004 law regarding its banning of PGD, and the court upheld the statute. "I thought judges were supposed to apply the law and that their interpretations were based on what the Constitutional Court decides," said Monsignor Giuseppe Betori, secretary of the bishops' conference, in comments reported by ANSA following the Cagliari decision.

The Vatican also weighed in after the subsequent Florence decision. Eliminating an embryo is equivalent to homicide, declared Cardinal Javier Lozano Barragán, president of the Pontifical Council for Health Care Ministry, in comments reported by the Repubblica newspaper Dec. 24.

England go-ahead

The trend to increasing use of PGD is very evident in England. A couple recently received approval to test their embryos for a genetic defect that leads to high cholesterol levels, reported the Times newspaper on Dec. 15.

The approval, by the Human Fertilization and Embryology Authority, was given in relation to a genetic trait that is a relatively rare condition and which can lead to the death of children at an early age. The Times noted, however, that the couple have a milder form of this genetic problem and that it could well result that the embryos would have a good chance of becoming children with reasonably healthy lives.

Shortly after this authorization it was argued that deaf parents should be allowed to screen their embryos so as to be able to pick a deaf child, reported the Sunday Times on Dec. 23. According to Jackie Ballard, chief executive of the Royal Institute for Deaf and Hard of Hearing People, a small minority of couples would prefer to have a deaf child so as "to fit in better with the family lifestyle."
Some practitioners of embryo screening were not in agreement. "This would be an abuse of medical technology," stated Gedis Grudzinskas, medical director of the Bridge Center, a clinic in London that screens embryos, according to the Sunday Times.

Earlier in the year approval was granted to screen embryos for a gene that brings with it an increased risk of breast cancer, reported the Times on July 21. The article commented that not all those with the gene will necessarily develop breast cancer, meaning that the screening will lead to destroying some embryos that would have been healthy.

Stem Cells, Then and Now

In the January issue of Commentary, there’s a fascinating article called “Stem Cells and the President—An Inside Account,” written by Jay Lefkowitz, who was the official “primarily responsible for advising the President” on the issue of stem cells during the debates that produced Bush’s compromise in the summer of 2001.

In “Stem Cells and the President,” Lefkowitz writes, “Now that the debate seems to be over, what can we say about Bush’s policy and the long months it took for him to devise it? I think it is fair to look upon it as a model of how to deal with the complicated scientific and ethical dilemmas that will continue to confront political leaders in the age of biotechnology.”

That’s a large claim, and it requires not only thinking about how recent breakthroughs have changed the debate but also remembering what the situation was like in 2001. There’s a touch of beyondism in the Commentary piece—a bit of the move that suggests “We must have been correct because we were attacked from both the left and the right.” It’s true, for example, that Judie Brown, the president of the American Life League, told the New York Times that after the stem-cell compromise in 2001 President Bush could “no longer describe himself as pro-life.” But if being attacked at some point by the hard-line American Life League is the criterion, few of us would qualify as pro-life.

For that matter, the two sides would gradually change their opinions in opposite directions: Many on the supporters of stem-cell researcher—including, as Lefkowitz notes, the actor Christopher Reeve and Irving Weissman of Stanford—began with mild praise of the decision and moved over the next three years to raging opposition.

Meanwhile, the compromise was generally received with mild disappointment by the pro-life side (including by First Things, which characterized the compromise as “morally defensible in principle but gravely imprudent.”) But the political left increasingly decided the issue was a winning one, and their attacks on President Bush escalated until, at the 2004 Democratic convention in Boston, the phrase stem cells was spoken from the dais dozens of times, in nearly every major speech—while the word abortion was never heard. The effect of all this work by the left was that, across the nation, Bush’s 2001 position was no longer understood as a compromise. The Democrats insisted it was a complete surrender to a pro-life extremism, and the nation, I think, came to believe the Democrats (and voted, one notes, for President Bush over John Kerry anyway—or, perhaps, voted for Bush precisely because of what it perceived as the president’s enduring pro-life stand).

Still, Lefkowitz is basically right about the reaction to the president’s address on August 9, 2001: It pleased no one particularly at the time. He attributes the president’s position to Bush’s courage in 2001, but, the man’s courage may have been better displayed by the fact that Bush stuck to his compromise even as the Democrats and the mainstream media ginned the issue up into one of the major themes of the elections of 2004, 2006, and 2008. Or, rather, what was going to be one of the major issues of the 2008 election, until this year’s breakthroughs suddenly changed the entire landscape of the debate—and gave an enormous victory to the pro-life side.

Let’s think for a moment, however, about the 2001 compromise. We tend to forget that confusion and disorganization in the first days of the Bush administration helped produce the original political crisis over stem cells: An executive order, issued in the first flurry of such orders as the new administration took office, might well have passed without comment for some time.

Once the issue was on the table, however, Bush was forced to act in the full glare of publicity. It’s easy to accept Lefkowitz’s claim that the 2001 compromise seemed the clearest solution at the time. But Lefkowitz makes too easy an elision to move from there to the claim that the recent breakthroughs are a vindication of Bush’s 2001 position—for that would require showing that the new results would not have happened, or would have happened slower, if Bush had instead refused to fund even previously created stem-cell lines.

Meanwhile, it’s not as though Bush’s compromise bought him much respite from attacks by the pro-research world or the political left. And though his speech on August 9, 2001, was a brilliant one, he missed—as he has often missed during his presidency—the chance to educate the public on the deeper pro-life position.

And yet, along the way, the public did get educated. The political left’s endless attacks on the 2001 compromise made it seem less of a compromise and more of an entirely pro-life stand. And then the new breakthroughs suddenly stranded the attackers in odd and unsustainable positions. Lefkowitz is surely right that all this marks a great triumph for President Bush. But it is one with many twists and turns between 2001 and 2007.
